Rockstar's modding rules for GTA VI are already public, and they are very strict

Rockstar has published a community resource guide that sets out which mods it will allow across all its games, GTA VI included. The list, reported by TheGamer after TheNathanNS flagged it on X, is among the most restrictive in the franchise’s history.

Banned: reusing content from any Rockstar game in another, modifying or adding content around official stories or characters, using protected intellectual property (characters, brands, music), recreating real-life locations or using real people’s likenesses and voices, modding for unofficial hardware, creating cheats for multiplayer services, and monetizing mods without authorization.

The controversy is already here: part of the community points out that roleplay servers like NoPixel, which Rockstar now profits from in GTA 5, started as mods. On consoles the impact will be smaller, but on PC mods have historically been the oxygen that keeps the franchise’s games alive for years. The guide does not ban all modified files, but its red lines shut the door on many of the community’s most beloved projects.
